If other than property owner applying for permit (e.q., Agent, Attorney, Architect, etc.)
If project involves creation of a residential second unit.
If project involves creation of new dwelling unit.
If project involves new commercial or commercial expansion.
If project involves the creation of a new dwelling unit and there is a 16 foot drop in elevation within 100 feet of the proposed footprint of the structure.

Community/Specific Plan Areas

If parcel within Mission Canyon area.
If parcel within Montecito Community Planning Area.
If parcel within Summerland Community Planning Area.
If parcel within Toro Canyon Community Planning Area.
If parcel within Los Alamos Community Planning Area & within Bell Street corridor.
If parcel within Old Town Orcutt, Orcutt Township (excluding parcels zoned 7-R-1).

Existing Conditions of Project Site

If parcel is vacant.
If principle structure built prior to implementation of zoning.
If proposed structure/addition extends into the required side or rear yard setback area(s).
If site contains slopes of 10% or greater.
If there is a 16 foot drop in elevation within 100 feet of the footprint of any proposed structure/addition.
If a creek, stream or drainage is located within or immediately adjacent to property.
If permit required to clear a zoning violation.
If Building Envelope established under Recorded Map.
If site contains native trees (oaks, sycamores, etc.) located within 25 feet of proposed development (including critical root zone).

Grading

If grading in excess of 50 cubic yards.
If grading has the potential to create a significant environmental impact
If grading involves three feet or more of vertical cut/fill.

Overlay Zones

If site within the Design Control Overlay zones. (D Overlay)
If site within Airport Approach Overlay zones. (F Overlay)
If within View Corridor Overlay zones. (VC Overlay)
If within Montecito Community Planning Area -- Vacant Lot Only -- (GMO Overlay)
If within Environmentally Sensitive Habitat Overlay zones (ESH Overlay).

If development is located within C-1 zone.
If development is located within C-2 zone.
If development is located within C-3 zone.
If development is located within CH zone.

If development served or proposed to be served by private septic system.

If project includes the creation of new dwelling unit to be served by public water.
