The applicants request approval of a Zoning Map Amendment (11RZN-00000-00001) to remove a Carpinteria Agricultural (CA) Overlay view corridor designation from the subject parcel. In addition, the project includes a Development Plan (10DVP-00000-00010) and Coastal Development Permit (11CDP-00000-00009) to validate the unpermitted construction of a 264,500-square foot greenhouse; three existing, permitted greenhouses of 122,200 square feet would be incorporated into the Development Plan.
A Revised Final Environmental Impact Report (EIR) was prepared and certified for the adoption of the CA Overlay. An Addendum has been prepared to assess the environmental impacts of the current proposal.
The CA Overlay is a component of the County’s certified Local Coastal Program; therefore, the Zoning Map Amendment requires certification by the California Coastal Commission. The process requires several levels of review. First, the entire project will be reviewed by the Planning Commission for a recommendation to the Board of Supervisors. The Board of Supervisors will either approve or deny the project. If approved, the Zoning Map Amendment will be forwarded to the California Coastal Commission for review and certification. If the Coastal Commission certifies the Zoning Map Amendment, the decision will be returned to the Board of Supervisors for acceptance of the Coastal Commission’s action. The Development Plan approval will become final upon acceptance of the Coastal Commission’s action.

The project site is a 13.655-acre parcel located south of Foothill Road (State Route 192) between Nidever Road to the west and Cravens Lane to the east, in the Carpinteria area; Assessor Parcel Number 005-310-024. The site does not have an assigned address number but is west of and immediately adjacent to 3883 Foothill Road.
The project was heard by the County Planning Commission on December 4, 2013. With a vote of 5-0 the Planning Commission recommended approval to the Board of Supervisors.
The project was scheduled to be heard by the Board of Supervisors on February 4, 2014. The item was continued to March 4, 2014. On March 4, 2014, the Board of Supervisors approved the project by a vote of 3-2.
The decision on the Development Plan and the Coastal Development Permit will not become final until such time as the California Coastal Commission certifies the Zoning Map Amendment (11RZN-00000-00001) to remove a Carpinteria Agricultural (CA) Overlay view corridor designation from the subject parcel. The County will submit the proposed Zoning Map Amendment to the Coastal Commission during the next few months.

Van Wingerden Greenhouses Addendum to 99-EIR-02 RV 1
The Carpinteria Valley Greenhouse Program Revised Final EIR was certified by the Board of Supervisors on February 19, 2002. The Greenhouse Program (CA Overlay) took effect on April 20, 2004, after it was certified by the Coastal Commission.
