Santa Maria Energy Production and Development Plans
This proposed plan would provide for: a) a total of 136 production oil wells (26 of which have already been drilled as part of a temporary commercial pilot project); b) one 26.5 million BTU/hour gas-powered steam generator (also installed as part of the pilot project) and two new 85 million BTU/hour gas-powered steam generators that would be operated at a maximum heat output of 151.5 MMBtu/hr; c) associated production equipment including pipelines, oil treatment facilities and ancillary equipment; and d) the installation of crude oil transmission pipeline (6 inch diameter, approximately 3 miles in length) and pipelines for gas transmission, recycled water, and fiber optics within existing road rights of way. The proposed pipeline would connect the SME Careaga Lease facilities with the existing Phillips 66 12-inch oil line located along Graciosa Road and terminating at the Phillips 66 pump station on Battles Road Plant. Earthwork required to implement the proposed project would consist of approximately 90,000 cubic yards of cut and 90,000 cubic yards of fill.

Laguna County Sanitation District Phase 3 Recycled Water Pipeline
This proposed project includes construction and installation of a 16-inch diameter polyvinyl chloride water line, approximately 8 miles long and in buried 3 to 4 feet below ground with a peak flow rate of 2,000 gallons per minute for delivery of tertiary treated recycled water from the LCSD wastewater reclamation plant at 3500 Black Road to the SME Lease site at 7980 East San Antonio Road. Two booster pump stations powered by electricity would be required, one on private property (Pyche Trust: APN 101-020-070) and one on LCSD property (APN 105-060-022). The pipeline would provide recycled water to the SME Project for steam generation.

November 12, 2013: The Board of Supervisors will consider the EDC’s appeal of the Planning Commission’s approval of the project at 1:30 pm.
October 7, 2013: The Environmental Defense Center filed an appeal of the County Planning Commission’s approval of the Santa Maria Energy Project. The appeal is available below.
September 25, 2013: The County Planning Commission approved the Santa Maria Energy project with a greenhouse gas threshold of 29% below business-as-usual on a 3-2 vote. The Planning Commission’s action may be appealed to the Board of Supervisors. The appeal period ends at 5:00 p.m. on Monday, October 7, 2013.
September 13, 2013: Release of September 2013 proposed Final Environmental Impact Report (FEIR). This proposed FEIR incorporates the Draft Recirculation Document (RD) in Section 5.1 (Air Quality), including revisions made in responding to comments on the Draft RD.
July 15, 2013: Release of Draft Recirculation Document for the proposed Final Environmental Impact Report for 30-day review period.
April 4, 2013: Release of Proposed Final Environmental Impact Report.
A Draft EIR for the Santa Maria Energy Oil and Gas Drilling and Production Plan and the Laguna County Sanitation District Phase 3 Recycled Water Pipeline was released for public review on September 14, 2012. The public review period closed on November 13, 2012. An Environmental Hearing was held on October 9, 2012. All comments received on the Draft EIR have been responded to in the Response to Comments section of the proposed Final EIR. Where appropriate, changes have been made to the Draft EIR text in response to comments received, and have been incorporated into this proposed Final EIR.
Certification of the EIR, final action on the SME project and action on a determination of conformity with the Comprehensive Plan for an easement and a fee ownership for certain portions of privately owned properties for placement of the recycled water pipeline will be taken by the County Planning Commission at a public hearing on April 24, 2013.
